NSSGA’s Advocacy Agenda for the 118th Congress: Shaping the Future of Aggregates

As the National Stone, Sand & Gravel Association (NSSGA) gears up for the second session of the 118th Congress, our focus sharpens on critical legislative and policy initiatives that will shape the future of the aggregates industry. This year, our advocacy efforts are more robust than ever, aligning with our mission to support infrastructure development, improve transportation systems and ensure the sustainability of our industry.

 

Paving the Way with Transportation Legislation
Advocacy for FAA Programs:
One of our primary goals is the reauthorization of the Federal Aviation Administration (FAA) programs. By supporting H.R. 3935, the Securing Growth and Robust Leadership in American Aviation Act, we’re advocating for a significant funding increase for airport construction and the continuation of the Airfield Pavement Technology Program. NSSGA plans to engage with key congressional committees and stakeholders to ensure that this legislation aligns with our industry’s needs for robust airport infrastructure.

Supporting Water Resource Legislation: Another must-pass bill this Congress is the Water Resources Development Act, as it needs to be reauthorized every Congress. These programs are mainly investments in projects and programs of the U.S. Army Corps of Engineers across the country. These projects include the construction and maintenance of ports, inland waterways, locks, dams and other critical infrastructure essential to economic growth throughout the country and the aggregates industry. NSSGA will be championing efforts to ensure the bill does not include language that would have the federal government choosing winners and losers in the marketplace.

 

Tackling Rail Service Delays: The industry faces significant challenges due to rail service delays, impeding the delivery of essential materials. NSSGA is actively working to support S.2071, the Reliable Rail Service Act, which proposes criteria for evaluating carriers’ performance. We plan to collaborate with lawmakers and the Surface Transportation Board (STB) to promote the reciprocal switching rule, fostering competition and enhancing service quality.

 

Ensuring Consistent Infrastructure Funding
Oversight of IIJA Implementation:
With the Infrastructure Investment and Jobs Act (IIJA) underway, NSSGA is taking a proactive approach to monitor grant programs, other funding buckets and regulations that are yet to be proposed. We will also be closely watching implementation of the Buy America Build America provision and the industry exclusion. Our strategy involves close coordination with Congress and our partners to ensure that investments are efficiently utilized, and the letter of the law continues to be followed. We’re also preparing for the post-IIJA landscape, addressing the projected $200 billion shortfall in the Highway Trust Fund and socializing options for making it solvent.

 

Fostering Industry Workforce and Safety
Educational and Training Initiatives:
NSSGA endorses several acts aimed at expanding educational opportunities and training, such as the Jumpstart Our Businesses by Supporting Students Act and the Freedom to Invest in Tomorrow’s Workforce Act. We plan to engage with educational institutions and policymakers to support these initiatives.

 

Immigration System Reforms: Addressing workforce shortages is a key concern. NSSGA supports reforms like the Essential Workers for Economic Advancement Act, advocating for increased employment-based visas and program expansions.

 

Aligning MSHA with OSHA Standards: We are urging the Mine Safety and Health Administration (MSHA) to align its new proposed silica standard with OSHA’s regulations. Our strategy includes engaging with MSHA and providing industry insights to shape a standard that is both practical and protective.

 

A Year of Proactive Engagement
As we move into the upcoming year, NSSGA is not just focusing on these issues individually but is also working to ensure they are part of a cohesive advocacy strategy. We plan to engage with Congress, regulatory agencies and industry partners to make sure our voice is heard. This means not only lobbying for our interests but also educating policymakers about the unique needs and challenges of the aggregates industry.

 

Our approach is multi-faceted. We’re organizing roundtable discussions, participating in congressional hearings and facilitating meetings between industry leaders and key decision-makers. Through these efforts, we aim to create a deeper understanding of our industry’s role in the national economy and infrastructure.

 

The upcoming year promises to be a dynamic one for the NSSGA, as we intensify our advocacy efforts. We are not just reacting to policy changes; we are actively shaping them to reflect the needs of our industry. Our commitment is to ensure that the aggregates industry continues to be a significant contributor to the nation’s infrastructure and economic well-being.
