Thank you for holding today’s hearing, “Cutting Competition in Contracting: The Administration’s Pricey Project Labor Agreement Mandate.” As you know, on Dec. 22, the Biden administration published a final rule, Federal Acquisition Regulation: Use of Project Labor Agreements for Federal Construction Projects, implementing President Joe Biden’s Executive Order 14063, which requires federal construction contracts of $35 million or more to be subjected to anti-competitive and inflationary project labor agreements.

We the undersigned members of the Jobs and Careers Coalition write to express our enthusiastic support for H.R. 6655, A Stronger Workforce for America Act, reauthorizing and reforming the nation’s public workforce system. On October 24, 2023 PPWO and 87 organizations representing private, public, nonprofit, and educational entities sent letters to House and Senate lawmakers requesting that they urge the Department of Labor’s Wage and Hour Division to withdraw its proposed overtime pay regulations.

The Partnership to Protect Workplace Opportunity (PPWO) and the 107 undersigned organizations write to you to request a 60-day extension to the comment period on the agency’s above-referenced notice of proposed rulemaking in order to provide the regulated community with sufficient time to analyze and respond to the Wage and Hour Division’s (WHD) proposed changes to the overtime pay exemptions for executive, administrative, professional, outside sales, and computer employees.

On behalf of the Jobs and Careers Coalition (JCC), we appreciate the HELP Committee’s July 27 executive session to markup five bills drafted to address America’s workforce shortages. Despite job gains, the disconnect between job openings and workers filling those jobs is such that there would be 1.9 million more workers on the payrolls if the Labor Force Participation Rate was the same as in February 2020. The JCC is a Washington, DC-based business group focused on job training and workforce development.

On behalf of the 400 members of the National Stone, Sand & Gravel Association (NSSGA), I am writing to share our support for S. 912, the Mining Schools Act of 2023 and thank you for your leadership in drafting this critical legislation.

The undersigned diverse group of construction and business associations strongly support the Fair and Open Competition Act (H.R. 1209/S. 537) ––introduced by Chairman James Comer, R-Ky., and Sen. Todd Young, R-Ind.––and urges members of the House Committee on Oversight and Accountability to vote in support of this legislation at the markup expected to occur on June 12.
